Professor Dr. Luis Arroyo Zapatero was full rector and, now, honorary rector of the University of Castilla-La Mancha (Spain); specialist in International Criminal Law and director of the Institute of European and International Criminal Law, based on the Ciudad Real campus of the University of Castilla-La Mancha.
