Abstract

The book that is now officially made available to the academic community has been prepared not only with the support of the university, but also with that of the two German foundations that have financed my research stays and opened the doors of the Max Planck Institute for Foreign and International Criminal Law in Freiburg i. Br. Br. where its Director Emeritus, Professor Hans HeinrichJescheck -now approaching his 95th birthday1 - one day proposed that I become a Humboldt Fellow.
