Abstract

Nowadays, elections are a determining factor in the study of democracies, since, as Nohlen (1994) mentions, in modern states no phenomenon is as common as this, and its importance is reflected in its capacity to represent the democratic method for designating the representatives of the people. However, both the impact and the application or spectrum of elections within an electoral system and their real significance in practice can vary widely depending on the case study on which emphasis is placed, so that cases can be found where the electoral figure as a technique for designating representatives is used without any democratic content whatsoever (Nohlen, 1994). Under this idea, it is understood that elections are not an exclusive figure of democracies, and therefore, it is necessary to start from their concepts or attributes to determine their democratic quality.
