Abstract
The approach to an understanding and/or the reconstruction of the Colombian Education System implies the linking of all sectors and strata of society, without distinction of classes and/or socio-economic strata, levels of culture, religion, political militancy and sex. This article aims to: Describe from the socio-legal perspective of inclusive education, enabling strategies for education that allow access and treatment of children and adolescents in Barranquilla, excluded by their different condition; identify the formulation of proposals presented related to inclusive education in the last five years; establish the impact of the inclusive education proposals submitted to the District Education Secretariat in the last five years. It is a qualitative research, with an approach that combines different methodological strategies, such as interviews, surveys, observations, focus groups, applied in the educational institutions of the district of Barranquilla. The most outstanding results allow to establish that the district of Barranquilla through the Ministry of Education has presented proposals for inclusive education that are currently being executed; however, these do not have sufficient coverage that can guarantee access to education for children and adolescents because they lack the necessary and sufficient resources to expand coverage.
