Abstract
This project asks about the impact of the creation of the Development and Social Control Committees as a mechanism of participation and control in the framework of the provision of Public Utilities Domiciliary, for this a documentary review is undertaken studied through the qualitative approach of legal hermeneutics. They are indicated as before the repeated violation of the rights of users the Committees of Development and Social Control allows citizens to be decisive actors in the dynamics of development of their own communities.
