Abstract

The trade or exchange of goods and services is considered an economic and vital activity as has been evidenced in the course of history, fulfilling the purpose of meeting needs that, due to various factors, cannot be satisfied. It is for this reason that it is pertinent to carry out a historical journey against one of the fundamental treaties for mercantilism such as the Vienna Convention of 1980.
