Abstract

With the decision of Decree Law 349, the Cuban State openly, legally, took the reins of artistic production. The Ministry of Culture will regulate all types of artistic manifestations, under the umbrella of "cultural institutions", and artistic services will only be available with the prior approval of the State, which will not only regulate who may provide such services, but will also regulate the content. Those who fail to comply will be subject to confiscation, warning and cancellation of the permits. It is then up to the almighty party, to the best of its knowledge, to decide who is an artist, what art is and how it should be done.
