Decree 349/2018 and the reinvention in Cuban cultural policy.

Abstract

These days an episode is revolutionizing the social networks of intellectuals and artists, both inside Cuba and in the diaspora. In the context of the constitutional debate that the island is going through, decree 349/2018, drafted and signed outside any consultation, has generated widespread discomfort in the guild of culture. The controversy has not been divided between those who defend it and those who do not as any search for consensus should start. The divergences are located in those who see a legitimate exchange (dialogue?) with the instituent, and those who see in it a sterile and naive effort in front of the effective principles of the revolutionary cultural trajectory. However, on one point all manage to agree, although the decree presents an alarming legal language, it is not entirely novel neither in what it stipulates, nor in the symbolic section in which it dwells and tries -at the wrong time- to reproduce.
