Abstract

FIFA has managed to impose a system of rules and duties that the member federations, in their entirety, must fully respect, starting from the backbone of FIFA's structural and organizational functioning, which is its statutes as a rule of rules. In addition, it has adopted a mechanism of extremely effective guidelines for member soccer federations that do not comply with their duties as agreed in the statutes. The particularity of the matter is that these mechanisms used by FIFA are quite effective and generate impacts of great magnitude, not only for the federations but also for the governments of these countries, effectiveness that the United Nations (UN) does not seem to have in its decisions.
