Breaking the fiscal rule: a symptom of authoritarianism
Abstract
Colombia has been considered an exceptional case in political science. It is a country recognized as a formal democracy, but which has lived for decades with a persistent armed conflict. Despite this context of chronic violence, its institutions have shown remarkable resilience, preventing the rise of autocratic leaders. This paradox contrasts with other countries with similar characteristics, which under the theoretical frameworks usually result in authoritarian regimes.
