The 2019 Cuban Constitution: a Republic without citizens?

Abstract

The Cuban Constitution of 2019 established institutional adjustments that maintained the primacy of the Communist Party of Cuba (PCC) over the State, the law, and the rights of citizens. Faced with this, Roberto Veiga argues that in this text the functions were deconcentrated, but not the power, so that a future text should formulate a presidential-parliamentary system, characterized by the deconcentration and cooperation of powers.
